The Municipal Library "Marshal Andrés de Santa Cruz" (Biblioteca Municipal Mariscal Andrés de Santa Cruz) is situated in the city of La Paz. Its establishment dates back to 1838 during the tenure of Andrés de Santa Cruz, as per a Supreme Decree. Initially, it operated from a building near the Alberto Saavedra Pérez Municipal Theater. Later, in 1890, during Aniceto Arce's administration, it came under the jurisdiction of the Mayor's Office of La Paz. In 2014, a new facility designed by architect Mario del Carpio, located in the Plaza del Estudiante, was inaugurated.

The library boasts a collection of over 30,000 books and has acquired significant additions over the years, including a 5,000-book collection from the poet Yolanda Bedregal's library and six volumes of historical documents related to the Pacific War, donated in 1998. It has also received book donations from the Spanish Embassy. Since the year 2000, it has implemented an automated book search system for improved accessibility.

In 2020, the Municipal Library of La Paz introduced the Digital Newspaper Library, providing free access to publications spanning from 1825 to 1970. The library's extensive newspaper archive was digitized, largely thanks to professional scanners donated by the Embassy of Japan. This digitization effort has made more than 200,000 editions from approximately 2,350 newspapers available for online consultation.
