Landhaus (Country House), Bregenz
The Landhaus is the seat of the Vorarlberg regional parliament and government. A nationwide architectural competition was launched in 1973, and the winning design led to construction between 1977 and 1981. When it opened, the complex brought together departments that had previously been scattered across nearly 30 different locations. This centralization marked an important administrative shift and reflected the province’s role within Austria’s federal system.
The project was led by Austrian architect Wilhelm Holzbauer, whose design broke with traditional palace-style government buildings. He used exposed concrete and wide glass façades to express openness and accessibility. Inside, a central hall brings natural light through several levels, and the semicircular parliamentary chamber encourages discussion and consensus.
Outside, the adjacent Landhausplatz has been redesigned in recent years to create a more open and accessible public space. The square hosts gatherings and official events, reinforcing the connection between the institution and the public. Inside, exhibitions and information panels explain how the regional government works, linking architecture with democratic practice in everyday life.
