The Heritage Building, now incorporated into Ottawa City Hall, has a rich history dating back to 1874 when it was originally constructed as the Ottawa Normal School, dedicated to training teachers. Situated at the intersection of Elgin Street and Lisgar, this impressive Gothic Revival structure witnessed the addition of several extensions at its rear.

The Gothic Revival style, popular during the 19th century, is characterized by its intricate details, pointed arches, and ornate embellishments. The Ottawa Normal School building exemplifies these distinctive architectural elements, drawing the eyes of passersby with its grandeur and timeless beauty.

Originally part of Ontario's school system, the institution evolved. In 1953, it became the Ottawa Teacher's College, following modern educational practices. In the 1960s, Ontario's teacher's colleges merged into universities. In 1974, the college joined the Faculty of Education at the University of Ottawa. Unfortunately, it closed four years later and was sold to the federal government.

In 1986, the Regional Municipality of Ottawa-Carleton acquired the property to use it as its new headquarters. They built the main building next to the college, forming connections with the old school. The former educational institution was then renamed the Heritage Building. In 2000, as the city of Ottawa was established, the Heritage Building became an important part of Ottawa City Hall. The mayor's office is located in this building, offering a view of Elgin Street.
