Railway Administration Building, Chisinau

The Railway Administration Building began life as a district courthouse, completed in the 1880s during a period of major civic development. It was among the early large administrative buildings created specifically for public institutions, rather than placing government offices in rented private properties. The court that operated here handled civil, criminal and administrative cases, producing part of a vast documentary record from 1870–1918 that now includes more than 14,000 surviving archival files.

The building is also linked with Grigory Kotovsky, the outlaw who later became a Bolshevik military commander. He was tried here in the early 20th century for robbery and banditry, and a commemorative plaque on the façade recalls the event. Another plaque attributes the design to architect Alexandru Bernardazzi, although that attribution has been questioned by architectural heritage researchers.

Originally influenced by French Classicism, the structure later underwent substantial changes when it was adapted for railway administration. Extensions altered its form, while some of the lighter decorative elements were removed, giving the façades the more restrained appearance seen today. Its three-storey composition, regular rows of windows and formal proportions still reveal its origins as an important late-19th-century civic building.
