Established in 1993 to mark the second anniversary of Uzbekistan’s independence, the Turkiston Concert Hall was the brainchild of then-President Islam Karimov. Before independence, the project faced prolonged construction delays due to a lack of funding. It was finally completed and named "Turkiston" following a resolution by the Cabinet of Ministers. Initially overseen by the Tashkent City Administration, it was later transferred to the Ministry of Culture in 2017 under the directive of President Shavkat Mirziyoyev.

The venue boasts two distinct stages tailored for seasonal performances: the Winter Hall and the Summer Amphitheater. The Winter Hall, with a seating capacity of 896, is an intimate setting for official ceremonies and concerts. The Summer Amphitheater, accommodating up to 3,200 attendees, is a vibrant space primarily used for youth-focused events, modern music concerts, and performances by both local and international artists.

In addition to its musical offerings, Turkiston Concert Hall serves as a hub for international cultural exchange. Embassies of various nations frequently organize cultural events, exhibitions, and conferences within its walls, enhancing its role as a center for fostering global connections. With a rich Soviet history as one of the USSR's most prestigious concert halls, Turkiston continues to uphold its legacy as a symbol of Tashkent's cultural identity and artistic excellence.
