The City Hall and Central Library in The Hague stand as prominent landmarks in the city's skyline, showcasing the distinctive style of renowned architect Richard Meier. This mega-structure is part of a larger urban renewal project in The Hague's downtown area, which began in the late 20th century.

The project, initiated in 1986 by The Hague's government, aimed to construct a new complex including the City Hall, a city archive, and the Central Library. Despite the jury's preference for Rem Koolhaas's design, Richard Meier's plan was ultimately selected by the City Council.

Meier's architectural philosophy focuses on creating functional spaces with an emphasis on light and spatial relationships. His designs typically feature large, open areas, the extensive use of white, independent columns, minimal walls, sliding elements, and terraces. The Town Hall and Central Library reflect these principles.

The complex houses the Central Public Library, a Council Chamber, municipal offices, the municipal archives, rentable offices, coffee shops, exhibition spaces, a wedding hall, and retail outlets at street level. The Town Hall itself offers office spaces flanking a glazed public gallery, extending to a semi-independent office building, with commercial spaces occupying the ground floor.

The Main Library is a unique seven-level building located in the northwest corner of the complex. It features a distinctive concentric semicircular design and covers 14,000 square meters. Inside, there are elevators and escalators for easy access between levels. The ground floor includes a reception desk, loan services with security, a café with reading services, and an exhibition space. On the first floor, visitors can access the internet via 52 computers, while floors 2 to 5 house the library's extensive book collection.

This architectural ensemble not only serves as a functional space for municipal and public services but also stands as a testament to the city's commitment to modern urban development, enhancing the quality of life and vibrancy in The Hague.
