Republic of Užupis Constitution, Vilnius
The Republic of Užupis, a small neighborhood in Vilnius, Lithuania, is known for its unique Constitution, which was adopted in 1998. The Constitution consists of 38 articles and three mottos, which are written in 23 languages and can be found on a wall in Paupio street. The mottos, "Don't Fight", "Don't Win", "Don't Surrender", promote peace, equality, and freedom.
The Constitution of Užupis is a blend of serious and humorous articles. While some articles are straightforward and common, such as the right to individuality, others are more unusual, such as the right of the river to flow past people and the right of a dog to be a dog. Article 37, which states that people have the right to have no rights, is also unusual and can be interpreted as a statement on freedom and the right to be left alone.
The Užupis Constitution includes several paired articles, such as the right to be happy and the right to be unhappy, which declare people's right to either do or not do something according to their desire. In addition, the Užupis Constitution is unique because it is the first in the world to mention artificial intelligence. An additional article was formulated by the Minister of Foreign Affairs, the Ambassador, an AI expert, and a humanoid named Roboy for the Munich Embassy, stating that any artificial intelligence has the right to believe in the goodwill of humanity.
The Užupian Constitution is more than just a quirky document; it represents the values and beliefs of the Užupis community, which is known for its artistic and free-spirited nature. The Constitution was even blessed by Pope Francis during his visit to Vilnius in September 2018.
