The Rock of the Marne Monument in Syracuse stands as a solemn tribute to the valor of the 38th Infantry Regiment, 3rd Infantry Division, known as the "Rock of the Marne" for their resolute defense during the Second Battle of the Marne on July 15, 1918. The battle, which took place near Paris, France, marked a pivotal moment in World War I. While units around them retreated in the face of a massive German offensive, the men of the 38th held their ground, playing a crucial role in repelling the enemy and securing a significant victory.

Designed by renowned sculptor Roland Hinton Perry, the monument was dedicated in 1920 by soldiers of the 38th Infantry Regiment, who had trained in Syracuse before their deployment. The monument's creation was a collaborative effort by the soldiers themselves, who initially raised funds to build it. However, they faced financial difficulties when converting their funds from French francs and German marks back to U.S. dollars. In response to their plea, Congress provided the necessary remaining funds to complete the memorial.

The Rock of the Marne Monument is located in Billings Park at the intersection of South Salina Street and South Warren Street, serving as a lasting symbol of the soldiers’ bravery and the city's connection to their training and service. The men of the 38th Infantry chose to donate the monument to Syracuse in recognition of the warm hospitality they received during their time at Camp Syracuse. It remains a poignant reminder of the sacrifices made during the Great War.
