Palacio de la Diputacion Foral de Vizcaya (Biscay Foral Delegation Palace), Bilbao
The Biscay Foral Delegation Palace is a free-standing, rectangular public building that houses the executive branch of the Biscay provincial government, while the legislative assembly meets in Gernika. Built between 1890 and 1900, it stands as an emblematic masterpiece of Alfonsine eclecticism, blending architectural motifs from various historical styles into a harmonious and richly ornamental whole.
This monumental building features a complex structure including a basement, mezzanine, two main floors, an attic, and even a rooftop terrace. Its principal façade is particularly impressive: a projecting central bay with a covered entrance, crowned by a balcony and a grand coat of arms, all enhanced by finely textured masonry-stylized as diamond-point ashlar-and decorative prowess both inside and out.
Stepping inside, visitors will find a lavishly adorned interior. The main staircase leads to richly decorated salons, including the famed “Throne Room,” which houses two monumental murals by Basque painter José Echenagusia Errazquin: “Swearing of the Foros” and “Peacemaking between the Oñazes and the Gamboinos” - artworks frequently featured in Basque history textbooks. The palace also preserves cherished relics like a pair of ornate vases gifted by Eugenia de Montijo, wife of Napoleon III.
While the exterior is always accessible and free to admire, interior visits are occasionally possible. It's wise to check with Bilbao Turismo information service or the provincial council for guided tours or special events.
