The James A. Rhodes State Office Tower is a 41-story, 629-foot (192 m) skyscraper . Completed in 1974, it is the tallest building in the city and the fifth tallest in Ohio. The tower is named after James A. Rhodes, the longest-serving governor of Ohio, and features a statue of him at the entrance. Inside, the tower's lobby is spacious, with 22 elevators, and higher floors house various state agencies. Notably, the 40th floor includes an observation deck, offering panoramic views of the city, available to the public for free.

Designed in a Modernist style with Brutalist influences, the Rhodes Tower was conceived in 1969 to consolidate state offices. The building’s granite exterior, made from Milbank granite, is one of its defining features, contributing to its robust presence. The observation deck provides views of the Scioto River, the Appalachian Plateau, and other natural landmarks. Inside, visitors will also find a mural by local artist Mandi Caskey, illustrating Ohio’s seasons and natural symbols.
